A chemical engineer by training, Hülya Çaylı began her career at the Ministry of Public Works and Settlement and later at the Ministry of Industry and Trade. In 1992, she was appointed Head of the Inventions Branch within the Industrial Property Department of the Ministry of Industry and Trade, and in 1994 she became Head of the Patent Department of the Turkish Patent Institute. She took part in the preparatory work for key pieces of legislation in Türkiye, including the Decree-Law on the Establishment and Duties of the Turkish Patent Institute (No. 544), the Decree-Law on the Protection of Industrial Designs (No. 554), the Decree-Law on the Protection of Trademarks (No. 556), the draft law on the Protection of Layout Designs of Integrated Circuits and the draft law on the Union of Patent and Trademark Attorneys.
Hülya Çaylı also served as a member of the EU Intellectual Property Rights Standing Special Commission and of the Industrial Property Sub-Commission of the Special Commissions on Intellectual Property Rights for the 7th and 8th Five-Year Development Plans. She left her position as Head of the Patent Department of the Turkish Patent Institute in 2000. Between 1997 and 2001, she worked as Advisor to the President of TÜBİTAK, and she currently serves as Chairwoman of the Board of Paragon Danışmanlık Temsilcilik ve Tic. A.Ş.
